Chris Grayling announces the Government's next health and safety plans
On 21st March, the successor to Lord Young’s “Common Sense, Common Safety “ Report of October 2010, the Department of Work and Pensions Report “Good Health and Safety, Good for Everyone”, was announced.
This is linked to the newly established Occupational Safety and Health Consultants Register (OHSCR), which has recently been promoted on the HSE website. The OHSCR and the Government’s plans for reform of the health and safety system do not impact on CDM 2007, or the construction industry.
The new consultants register is seeking to address the problem of where small and medium enterprises (SMEs) can access competent general health and safety advice, and to this end is developing a cross sector register that reflects common standards across a number of professional bodies, whose members primarily deal with general health and safety risk management and not industry specific or specialised health and safety.
CDM Coordinators are specialised, industry specific, health and safety consultants and unlike general health and safety consultants, their role, function and legal duties are specifically defined in law. CDM coordinators are beyond the remit of the OHSCR register.
